I can easily reproduce it in a stretch pbuilder environment. The key is policy-rc.d - that prevents services from being started. If yubiserver is *never* run on a system, it will *never* create some sqlite database and attempting to upgrade that missing file on upgrades fails. Testing in an environment where yubiserver was ever before run successfully (without being purged afterwards?) may hide this bug since that sqlite database was created in the past.
