That looks, like /etc/init.d/cgroup-bin is an obsolete conffile which is not automatically cleaned up on upgrades. This needs to be done manually on upgrades. See https://wiki.debian.org/DpkgConffileHandling and especially the dh_installdeb/dpkg-maintscripts-helper man pages. One should also not forget to run "update-rc.d cgroup-bin remove". -- Why is it that all of the instruments seeking intelligent life in the universe are pointed away from Earth?
