Hello Christoph, In my setup libcgi-pm-perl is installed because it is a dependency of smokeping. So I can't really remove this package. The popularity of usemod-wiki [1] is quiet low. But the popularity of libcgi-pm-perl [2] is high. Maybe it is a good idea to prepare a package for proposed-updates if it is not too much work for you.
