The package doesn't install cleanly in a minimal chroot environment:
root@myserv:~# dpkg --configure -a
Setting up sgml-base (1.26+nmu4) ...
chown: invalid group: ‘root:staff’
dpkg: error processing package sgml-base (--configure):
subprocess installed post-installation script returned error exit
status 1
Apparently the post-inst script assumes the group 'staff' is present.
Am I missing something?

The staff group is created by the package base-passwd at installation
time. base-passwd is essential. Thus the presence of this group can be
assumed due to the implicit dependency on essential packages.
Not a bug.
