OpenBLAS is used at build time and, as a consequence, the resulting binary
depends on some features which are OpenBLAS-specific. However the julia package
depends on any BLAS implementation.
Therefore, if a user changes the used BLAS implementation using the
alternatives mechanism, julia will be broken is some dimensions.
The solution is to set a hard dependency on OpenBLAS.
