Strange. I do get /var/log/plymouth-debug.log when booting with
plymouth.debug (current sid, amd64, plymouth 0.9.0-8).
Maybe the content of /etc/plymouth/plymouthd.conf, and the output of
these commands, would tell us more:
for service in log quit quit-wait read-write start ; do
systemctl status "plymouth-$service.service"
done
(after booting with "splash plymouth.debug")
