hi, I saw Michael Hanke last week and he helped me moving forward on this. He fixed the current bug when no network is available.
We also took care together of jquery with a patch that looks for local files instead. There is the remaining issue of boostrap v3 which does not seem to be packaged currently. d3 and mpld3 min files are stripped out of the source without harming the package. So the remaining issue is just bootstrap.
