You are absolutely correct. I have checked amd-libopencl1 and nvidia-libopencl1 from wheezy and they do not provide or conflict with the opencl-dev virtual package, so need to be handled explicitly.
I have pushed the changes as you suggested to nvidia-cuda-toolkit and, for what it is worth, filed a bug against amd-opencl-dev (#760376).
