That's a warranty disclaimer --- it doesn't say anything about how
people can use, modify, or distribute this software.

Could GKlib/random.c and debian/copyright use that license?  Or
alternatively, could metis use another copy of mersenne twister, e.g.
from libgmp if it has one?
