I don't expect changing its soname in next few years (or maybe even forever). The package is dead upstream. But you're right. It should be fixed properly. I'll split out the library to libblt2.5-8.6 (which won't work without the Tcl code, so it'll go to libblt2.5-8.6 too making the blt package dummy) and I'll add the necessary 'breaks'.
