according to the pts and to dak ls, jessie is supposed to have db
5.1.29-8 which has migrated on 2014-03-26 to jessie.

however, looking at
ftp://ftp.ch.debian.org/debian/dists/jessie/main/binary-amd64/Packages.gz (or
the same file on any of your favourite mirror), one can see that
libdb5.1 is at version 5.1.29-6 while db5.1-util is at version 5.1.29-8.

decrufting is what happens in sid, not in testing.  testing will keep
libdb5.1 as long as it has reverse dependencies there.  this is not a
bug.
