I had to make another change to /etc/init.d/udev:
in mount_tmpfs() I had to change tmpfs to devtmpfs:
mount_tmpfs() {

mount -n -o remount,${dev_mount_options} -t devtmpfs devtmpfs /dev
return
fi
if ! mount -n -o $dev_mount_options -t devtmpfs devtmpfs /dev; then
log_failure_msg "udev requires tmpfs support, not started"
log_end_msg 1
fi
return 0
}
