I am running 3.11, too, and have the same problem.
* first, do *NOT* downgrade this bug, it is *serious*
* second, what about the udev maintainers specify what changes
to self compiled kernels are necessary when upgrading udev.
I *never* run Debian provided kernels. And I still expect
that Debian can run on this kernel.
If some requirements have changed between the last release and the
current, they have to be specified in apt-listchagnes and even
better in NEWS and debconf.
In the current situation all is buggiesh.
Further remarks:
* the udev init script has bugs, at least so it seems, because it
called
mount -n -o -t tmpfs ...
so the variable that comes after -o was unset.
I realized that this might be a difference between dash and bash,
did you try your scripts with dash?
* Even with running bash /etc/init.d/udev start no success
* downgrading consolekit and udev did make the system working
