What have you done to stop the "infinite loop"?
killall apt-get or dpkg (I have try to configure the package using
various methods).

To uninstall the package I used a trick, cp /etc/init.d/apache2
/etc/inid.d/pcscd

What happened if you tried to remove the pcscd package _without_ this trick?
Still blocked on the same message?

so that the process returned and apt-get removed  successfully the
package pcscd.

Can you reproduce the problem?

no, sorry.

After the test I have just described you, I tried the command

apt-get install  pcscd libpcsclite1 pcsc-tools libccid

and it finished without errors!

Bad luck. It will be hard to fix if you do not have the problem any more.

It is a strange case.

Please ask me. I would like you to resolve this bug.

It may be related to systemd.
It looks like you do not have systemd installed. Do you confirm?
