(I already sent this with a different title, but submit@ appended it to
the closed bug 708720, which isn't helpful, as this is a different bug;
the connection is just that the fix for that introduced this.)

Since this version, packages are appearing which Depend (via ${misc:Depends})
on sysv-rc (>= 2.88dsf-24).  This makes them difficult to install by people
who don't have sysv-rc installed.

For example, I am unable to upgrade past openssh-server 1:6.2p2-1 or
binfmt-support 2.0.13 because of this issue.

Unfortunately, what I think this bug-fix really wanted was "Conflicts:
sysv-rc (<< 2.88dsf-24)", but there's no way to do that via the available
substvars hooks.

I'm kind of guessing on the Severity:.  Looking for a Debian policy
"must" that this violates, my best guess so far is 9.3.1: "it must not
be assumed by maintainer scripts that this method is being used", but
that's maybe not exactly what is meant.
