After finding that issue in our distribution I also verified that it exists with a plain Debian wheezy setup. The bug is also present in qemu-kvm-1.1.2 as compiled from git, but is not present in qemu-kvm-1.2.0, so it's an upstream problem. I bisected the problem down to b7ab0fea37c15ca9e249c42c46f5c48fd1a0943c "qcow2: Fix avail_sectors in cluster allocation code" fixing the problem.
