Hm, and even that is dubious. The wording is actually:

"If your manual is not published by the FSF, and under 400 pages, you
can omit both cover texts."

gtypist is a GNU project, and gtypist.texi contains:

Published by the Free Software Foundation @*
51 Franklin Street, Fifth Floor @*
Boston, MA 02110-1301 @*
USA @*

So I don't think this permission applies. The prospects for avoiding
having to split the doc to a non-free package are looking bleak.
