I do not think there is any expectation that bison 2.6.4 fix this bug. On the other hand, Felipe Sateler has raised the severity due to a different problem. So the severity of 689700 should be reset to normal, and Felipe should report his problem in a separate bug report unless the problem has already been adressed.
