Not only routers, servers in general. A server does not need a graphical
clicky interface, just network for ssh — and an interactive text interface
for emergencies.

libvirt manages my guests (very common) so access to the guest's console is
as esay as "virsh console $guest" and host shutdowns are handled as well.
Homebrew setups and access to graphical consoles are just unneeded hassle
when you have to fix a server, possibly from remote.

I guess it's because most server guests are run on stable hosts.
