This is the same bug as 675153, munin.conf needs a change as said in NEWS.
But try patch http://munin-monitoring.org/changeset/4896 to make the
default work again.

reported this, since this bugreport is not shown up at
http://bugs.debian.org/cgi-bin/pkgreport.cgi?src=munin
I also had a look at the NEWS file and there stands:
"If you're upgrading and have modified /etc/munin/munin.conf in the past
you will now need to set "cgitmpdir /var/lib/munin/cgi-tmp" manually."
But this also happened with an new fresh installation and munin.conf
reads with this fresh one:
"# temporary cgi files are here. note that it has to be writabe by the
cgi user (usually nobody or httpd).
# cgitmpdir /var/lib/munin/cgi-tmp"
A bit confusing now :)
