So, one part of it was that we did not install the md5sums file for /etc/texmf/fmt.d/01tetex.cnf, and therefore ucf did not recognize the old file. Upon noninteractive upgrade, or when choosing to keep the "locally changed" file, we don't get the right engines for the latex formats. This is fixed in SVN. However, it does not solve the bug. If jadetex is installed, configuration of tetex-bin will still fail, and you have to run "dpkg --configure -a" to fix it.
