obviously point 2 and 3 does not apply. Now let us look at the usabillity.

Interesting, not in mine. Furthermore, checking how many of the files
in texlive-xetex actually use xunicode:
        ./tex/xelatex/fontwrap/fontwrap.sty:\usepackage{xunicode} 
        ./tex/xelatex/philokalia/philokalia.sty:\RequirePackage{xunicode}
        ./tex/xelatex/fontbook/fontbook.sty:\RequirePackage{xunicode}
        ./tex/xelatex/xecyr/xecyr.sty:\RequirePackage{xunicode}
While the not using it are:
        realscripts.sty, xltxtra.sty, arabxetex.sty, unisugar.sty,
        mathspec.sty, xecolor.sty, xeCJK.sty, fixlatvian.sty,
        xepersian.sty, xeindex.sty
Hmmmm..... 
        "unusable or mostly so"
...
no, adjusting severity.
