My rule of thumb is that I do not file bugs when the same problem appears in many packages, since this is likely not a bug in the independent packages. I know next to nothing about haskell packages, so i might be mistaken here. I check for obsolete bugs (bugs I filed that are still open while the package now builds) from time to time, but it's a manual process.
