That's a bug in the service for not correctly expressing its
dependencies. If it did, either neither or both would have been
removed.
Which is why I reported the bug.
Reporting a release-critical bug against virtuoso-opensource simply
adds another to the list of such bugs which are already preventing it
from migrating back in to testing. If the existing bugs are fixed the
package will likely migrate back under its own steam.
In any case, "package isn't in testing" is not an RC bug in the
package.

This is
definitely a problem which seriously affects functionality.
It affects the functionality of any package which depends on it,
certainly. There aren't currently any such packages, however.
(Admittedly I believe the relevant KDE package does have a Recommends,
but those aren't considered for testing migration purposes.)
Maybe the bug was reported at the wrong place, since it might not
make sense
to report a bug against a specific package for the package to be
missing, but
there is a bug here, and there has to be some package it is correct
to be
reported against. I will re-report this against Nepomuk.
Yes, that would probably be more appropriate; I was under the
impression that you'd already reported such a bug, hence not suggesting
that.
