You don't need Breaks and Conflicts for the same package, the following
should be sufficient:

Depends: ${shlibs:Depends}, ${misc:Depends}

Replaces: libquantlib0, libquantlib-1.1, libquantlib-1.0.0
Conflicts: libquantlib0
