TBH, I disagree with downgrading the severity. Like with many kinds of bugs, you can work around them, but that doesn't mean the impact is lower. In my case I had to download apt by hand to re-install it with dpkg because cupt coulnd't help me at all. You may want to file a bug on > apt about this. I purged apt. APT's postrm runs rm -rf on /var/cache/apt and /var/lib/apt.
