This clearly does not permit commercial use. In the worst interpretation
it also doesn't allow modification or distribution.

Nearly the same file is also used in Audacity, see bug 631068.

After an email conversation with the authors of nyquist and xlisp, I
learned that the Mr. Betz had, in fact, relicensed xlisp under the
terms that appear in the second part of the copyright statement,
reproduced below.  Since this is compatible with DFSG, I'm closing
this bug for nyquist.
