Hi, I'm currently working on cross-building bits of Debian. There'll be a bug to add the cross-build support separately in a moment. But, more importantly: libtext-iconv-perl ignores any settings passed in via DEB_BUILD_OPTIONS. dh_strip is likely to DTRT, but in debian/rules: make OPTIMIZE="-O2 -g -Wall" is going to always optimise, ignoring "noopt", and make test is going to always run self-tests, ignoring "nocheck". There are easy ways to do this, but simply updating the packaging style to use current debhelper should make these issues go away.
