Package: libwrap0

libwrap0 fails to upgrade because there is a file conflict between tcpd
and libwrap0 for the man pages that were moved from tcpd to libwrap0.
There is missing a Breaks/Replaces.

That said, moving the man pages into the library package is not a good idea
as it will make a potential future soname bump harder and especially
since you converted the library package to multi-arch.
