Keep version 1.54 out of testing.
One reason is that the definitive directory for packaging-hook-scripts
will be another than the one employed in 1.54 and we don't want
people to start using the wrong directory.
Another is that there seems to be a nasty bug when resolvconf is
installed, purged and installed again. Under investigation.
