So far as I can tell, specifying a package argument to "apt-get
autoremove" _adds_ that package to the list of packages to attempt to
auto-remove.  Compare the list of packages you quoted to that produced
by "apt-get autoremove".

If this is a bug at all, I'd argue it's a bug in apt - either a code bug
for accepting and using a package argument in this case, or a
documentation bug for suggesting it doesn't do so and not specifying
what happens.  Either way, it doesn't seem like a bug in cheese.
