Installing libetpan-dev most likely removes libdb4.*-dev, but that's due
to libdb5.1's conflicts, not anything in libetpan-dev. Installing
libetpan15 on a system with libdb4.{5,6,7,8} already installed works
just fine.

libdb5.1 *is* the latest version in sid.
