Maybe you had a 'ucf' directory in your cwd? (I see 'dpkg -i' doesn't set the cwd to '/' for the maintainer scripts.) It's no problem that testing never sees -7. (That's mostly the point of testing of course - if every unstable upload did reach testing, there wouldn't be much point to it...)
