I fixed the originally reported bug in openvswitch/1.1.0~pre2-3. Hector Oron reopened the bug without any comment, so I can only speculate why, but it is presumably because the package still failed to build from source on many buildds. I discovered, in turn, that adding procps to the Build-Depends made OVS build cleanly in "sbuild" on my own machine, so I made that commit. I guess you can blame Hector, if you like, for not specifying why he reopened the bug. Or me, perhaps, for not closing it and opening an unrelated one.
