Gigolo doesn't manage permissions by itself at all. It just uses Gio/Gvfs for that. Can you check consolekit is installed and configured correctly? Assuming you're using Xfce, can you check README.Debian in /usr/share/doc/xfce4-session and report back? Can you describe your setup a bit more (what environment you use, how do you start it, etc.)?
