First of all I've tested (again) a fresh install and there is no problem during the installation. By default there is nothing to be started after a fresh install. Second, in Debian the user 'nobody' with group ' nogroup' are created by default. There should be no group 'nobody' on a Debian system. The most likely cause of your problem is a custom VPN configuration which enforces low privileges using 'user+group'. Thus the severity change.
