Don't know exactly what is going on: it's actually call by the postinst
script. Anyway, i just dropped it two lines bellow (in the
if [ "$1" = "configure" ]
case), I don't reproduce it anymore. Hope Jean-Marc would confirm if
this fix is fine.

I'm not sure if it has any influence, but I'm not well aware of this
part of the package's scripts. You may try to build the package from the
VCS or directly install the one I just built [1] in order to make sure
that your problem is orthogonal with this issue.

Looks like a weird dbconfig-common issue to me, hope that Jean-Marc will
enlighten us on this one.

Thanks a lot, please try:
PB3DEBUG=maint dpkg -i phpbb3_3.0.7-PL1-3_all.deb
or
PB3DEBUG=sh dpkg -i phpbb3_3.0.7-PL1-3_all.deb
in order to have more debug output, and eventually give it back to us if
you don't find what is going on.
To other maintainers: the last freeze guidelines [2] allows “fixes for
severity: important bugs in packages of priority: optional or extra,
only when this can be done via unstable” so we could also try to fix
#592168. Any pointer welcome, I'm a bit clueless on this one ;/.
