I am trying to install libpam-ldap on amd64 etch systems and I get the following
error:

$ apt-get install libpam-ldap

distribution that some required packages have not yet been created
or been moved out of Incoming.

Since you only requested a single operation it is extremely likely that
the package is simply not installable and a bug report against

  libpam-ldap: Depends: libc6 (>= 2.3.5-1) but 2.3.2.ds1-22 is to be installed

The requirement of libc6 >= 2.3.5-1 does not jive with the version of libc6
