Sudo saves information about if lecture is readed in /var/run.
I have RAMRUN option in /etc/default/rcS, so every time after reboot, sudo
shows me lecture.

There is no policy violation here.  Sudo doesn't fail if the state
information it stores in /var/run disappears... you're just annoyed by
the behavior it correctly exhibits in this situation.  Fortunately,
there's an easy way to make yourself happier!

You can turn off the lectures by adding 'lecture never' to your sudoers
file.  See the sudoers(5) man page.  

I'll add a note about this to sudo's README.Debian file.
