Well leaving the package unconfigured prevent upgrade and/or
reinstallation.

Not using db-config is an admin choice and should not result IMHO in an
postinst script failure.

It looks like other packages are not hard-failing like that in that
case. 

The problem here, is that the call to the RebuildConfig.pl script
is failing if no DB information have been provided.
