This isn't enough, you still don't handle the case of /etc/readers.conf
being deleted.  Wouldn't it be easier just to use ucf than to reinvent
it?  Using ucf would also allow the user to review any updates and merge
them if appropriate.

I don't handle many cases. An admin shall not edit or modify /etc/reader.conf directly. He shall edit the files in /etc/reader.conf.d/ instead or use "dpkg-reconfigure package-name" if the driver provides this.

I do not plan to support stupid admins.

I had a look at ucf but I don't think that is adapted to my case. The file /etc/reader.conf is the concatenation of files in /etc/reader.conf.d/

Also note that the file /etc/reader.conf is _only_ used for smart card readers connected to the host using the serial port. These readers are really deprecated by USB and ExpressCard readers.
Do you have such a serial smart card reader yourself?
