The problem is, that the new version of rat uses CIS's terms of use which are
clearly non-free (see the disclaimer when you run the self extracting archive
or the etc/CIS_TERMS.txt file it generates). I would like to upgrade to this
latest version, but I'm afraid I can't.

Due to the change in licensing terms, and the fact that it is not that much
used by Debian users (based on popcon) I'm actually going to ask ftpmasters
to remove this package.
