FTR, I've just checked: apt-listbugs correctly handles the following
scenario

  0) install apt-listbugs (e.g.: from stable)
  1) modify /etc/apt/apt.conf.d/10apt-listbugs
  2) remove apt-listbugs, without purging its configuration files
  3) install apt-listbugs (e.g.: from unstable)

In this scenario, the configuration file local modification is
correctly detected and the user is prompted to decide whether he/she
wants to keep the local version or install the package-provided one.
