How so?
I can assure that apt-listbugs does *indeed* require libdpkg-ruby1.8
(which belongs to the *source* package dpkg-ruby).
It does not require the *binary* package dpkg-ruby, but that *binary*
package is *not* listed among apt-listbugs dependencies, AFAICT.

If you mean that you installed the *binary* package dpkg-ruby, you may
safely remove it (as far as apt-listbugs is concerned), since it is not
required.
What is required is libdpkg-ruby1.8 (>= 0.3.3), and even better if you
upgrade to version 0.3.5, since versions 0.3.3 and 0.3.4 are affected
by bug #564117.

Please take a look at bug #564117, I am under the impression that you
were bitten by that bug, when "apt-listbugs blew up".
If this is the case, then the essential step to fix the problem is
upgrading libdpkg-ruby1.8 to version 0.3.5 ...
