Notes:
* the -f should be a -L
* the code doesn't check whether /etc/rc$i.d/K20cpufrequtils points
to the original cpufrequtils script (so ignoring any possible
user related changes)
* the code doesn't work for users that don't use sysv-rc at all
* why not just use update-rc.d?
