That's right. The build log at
https://buildd.debian.org/fetch.cgi?&pkg=maildrop&ver=2.2.0-2&arch=i386&stamp=1257680347&file=log
indicates that the buildd build didn't invoke the custom install rule as
intended - and now that I read it, it's obvious to me why not - I set the
custom install rule as a prerequisite for "binary", not "binary-arch",
which is what binary-only rebuilds by buildds do.

I'll upload a fixed version shortly, thanks for the report.
