It appears that the maintainer build of libopal was done with libx264-dev installed. libx264 is not part of Debian due to patent issues (presumably the maintainer got it from debian-multimedia). Please do not build packages for upload in anything other than a normal Debian unstable system. pbuilder, cowbuilder and schroot/sbuild are useful ways to do the build in a minimal unstable chroot with no non-Debian packages (which also gives you easy verification that you have specified the Build-Depends correctly). The setup I use might be useful; it's described in <http://www.pseudorandom.co.uk/2008/sbuild-dm/>. If ./configure supports an option like --without-x264 or --disable-x264, it might also be a good idea to use it in debian/rules, to cause builds done on an unclean system to produce the same results as on a clean system.
