The norasi fonts contain the following text: "This font was developed under National Font Project at NECTEC as to be a free licensed font for Thai users and developers." which is much better but still not public domain :) Fortunately, there are new upstream versions [1], which drop DBThaiText, clarify that norasi is GPL-licensed, and include a few new fonts.
