tag 548164 + confirmed pending thanks Thanks for reporting this sticky bug. It wasn't caught by pdebuilder because the missing dependency is provided by perl-modules, which is Build-Essential but not Essential :-/ Another missing dependency is libfile-copy-recursive-perl.
The problem should only occur in installations of perl-base (as opposed to perl which depends on perl-modules) I'll refrain from doing a hasty upload until the weekend, to be able to test it in a minimal chroot.
