This is unlikely to be a bug in debootstrap itself, but more likely to be temporary breakage in the testing distribution. I can reproduce the error and the installation fails at: Setting up libsepol1 (2.0.37-1) ... telinit: /dev/initctl: No such file or directory dpkg: error processing libsepol1 (--configure): subprocess installed post-installation script returned error exit status 1 This issue affects *all* new installations, therefore setting severity to serious.
